HealthPartners is Minnesota’s largest consumer-governed, nonprofit health care organization — integrating insurance and care delivery in a way few systems match. For 2026, HealthPartners Insurance Company is a new entity on MNsure — many former HealthPartners Inc. enrollees have been moved to new plan IDs. If you were on HealthPartners in 2025, verify your plan carried over correctly.

HealthPartners had the lowest rate increase of any MNsure carrier for 2026 (approximately 14.5%). Their integrated network spans the Twin Cities metro and greater Minnesota, with particularly strong primary care access through their owned clinics.
