Covered California has a state individual mandate โ€” unlike most states, California requires coverage or you pay a penalty. Enhanced federal subsidies extended โ€” many Californians qualify for significant premium help even at higher incomes. Covered California โ€” the most generous subsidy state in the nation

California runs its own state-based marketplace called Covered California โ€” and unlike most states, California has a state individual mandate requiring residents to have coverage or pay a penalty. But it also has some of the most generous subsidies in the country.

California also has Medi-Cal (the state’s Medicaid program), which has been expanded to cover virtually all low-income Californians including undocumented adults. One Covered California application determines eligibility for all programs.
